With reference to Your Grace's despatches

Nos.40 and 94 of the 6th March and 27th April, 1923, I have the honour to forward for your information a report on brothels in Hongkong and on the prostitution question.

As it seems possible that further questions may be asked on this subject and more information required than is asked for in the despatches mentioned, the Secretari for Chinese Affairs has prepared this comprehensive report which I trust will be sufficient for all purposes.

Very careful precautions are taken both by the Police and by the Department of the Secretary for Chinese Affairs, including the examination of all female emigrants and the posting of vigilance officers on board ships and at wharves. Abuses of the nature indicated in your telegram of the 30th May are therefore kept in check.

The Police also keep a strict lookout for

street walkers and for sly brothels.
